This graph depicts student enrollment and funding of Rutherford County compared to the student enrollment and funding received through impact fees and development taxes from Williamson and Wilson counties.

Why is there such a great disparity in funding availability between Rutherford County and these counties? Because these counties have the necessary authority and tools to pay for growth and Rutherford County does not.

The Tennessee General Assembly granted these counties and others along with the cities of Murfreesboro, Smyrna, La Vergne, and Eagleville the necessary authority to determine for themselves how they should pay for growth. They refuse to allow Rutherford County this very same authority.
